日本の家族へ使わなくなったiPadを送る件

日本に住む妹家族へ使わなくなったiPad４を送る予定の者です。
普通にUSPSで送ろうと考えています。
日本では中古で24000円前後ぐらいの価値があるようですが、
このような私物のiPadを日本の家族へ送る場合でも関税がかかってしまうものでしょうか？
Custom FormにUsed Tablet、＄80ぐらいの価値で書いておけば大丈夫なものでしょうか？

送り賃と関税が高ければあまり意味のない微妙な価値ですので、
ご存知の方、情報を教えていただけると助かります。よろしくお願いします。
