グリーンカード再発行について

盗難にあって全てを盗まれてしまいました。　その中にグリーンカードも入っていました。
再発行の手続きをしたいのですが移民局出張所（エルカミノカレッジ）に行ったところグリンカードを最初から申請し直さなければいけないと言われました。　そんな事は無いと思うのですがどなたか教えて下さい。

以前に同じ経験があります。
移民局あてに申請書Form I-90と控えで持っていたグリーンカードのコピー、警察に届けた盗難届けの控えのようなもの、写真2枚を提出しました。
その後たしか指紋を取る手続きがあって、3ヶ月程度で新しいカードが自宅に郵送されました。
これは去年のことなので、念のために移民局のウェッブサイトをご覧になることをおすすめします。
