海外旅行保険と現地の保険

来年からＬＡに留学します。
友達の話では、現地の保険はランクによってサービスが受けられる病院、治療内容が違っている為、安い保険会社だと意味が無いとの事。
海外旅行保険は、全額、薬も保険会社で保証してもらえるので海外旅行保険の方がお勧めと聞きます。
どちらの保険がお勧めでしょうか？その中でもどの保険会社が安くて、サービスが良いでしょうか？
ちなみに、英語が話せないので日本語サービスがあるもののほうが安心です。
