L-2ビザでのEAD申請

はじめまして　こんにちは
この掲示板でも何回か話題に出ていますが、L-2ビザでEAD（就労許可証）を申請された方いらっしゃいますか？

調べていてよくわらないことがあるので教えてください。
・EADは、就職先が決まる前でも申請が可能ですか？
・申請後、拒否されるケースってありますか？（事務処理漏れ以外で・・）

いろいろ調べつつあるのですがなかなか情報が見つからず困っています。
どうぞご存知の方教えてください。よろしくお願いします。
