I don't know what you mean by #2471's redundant comment, but the rule of thumb is to use the local currency (in this case JYE) when using a card like Costco VISA that does not charge a Foreign Exchange Fee.

If you choose USD, Amazon's partner bank will convert JYE=>USD at the exchange rate Visa International sets daily, plus a few percent commission. If you choose JYE, the JYE=>USD conversion will be completed without that fee. As far as I can imagine, Costco Visa's operating bank (Citi) pays the exchange commission to Visa International.

I believe that no commission is better than no commission. Even though I am a cheapskate, I always try to avoid paying unnecessary fees in my life.
I just wanted to know if it makes a difference in the amount you pay whether you know about it or not.
