#66で書いた15日については周知のことのようで済みません。
”F1で5年　可能かどうか？”の＃23さんのリンクのFAQで5ヶ月と言う話が書いてあるのですがこいつがgrace periodなのでしょうか？私も知りたいのでどなたか説明してください。
Q: How long may I stay in the U.S. while I transfer from one school to another?
A: A maximum of five months. According to new SEVIS regulation, the student may not remain in the U.S. between programs unless the student will begin classes within 5 months of transferring out of the current school, within 5 months of the program completion date as indicated on the Form I-20 issued by the current school, whichever date is earlier.
For example, you intend to transfer to another school (transfer school) from your current school on your completion date on I-20. So long as you start your first classes in the transfer school no more than five months later, your stay will be legal. If you transfer out of your current school before the completion date, you will have to start your classes in transfer school in five months even though your completion date has not been reached.

私も、転校の手続きが15日以内なのではなく、sed さんのおっしゃる通り、新しい学校での暮らす開始から15日以内に手続きを完了しなければならない、が正しいと思います。
学校を替わるというのは、進学という場合もあります。5月にコミカレなり四大なりを卒業して、9月から四大なり大学院なりに進学する場合は、3ヶ月くらい間が開いてしまうのは普通です。
進学の場合、学業が終了していないことになるので夏休みの期間はバケーションとしてアメリカに滞在できるけれど、語学学校間のトランスファーの場合は60日を過ぎるとgrace period を過ぎてしまうのではないですか？ソースは出せませんが、私はアドバイザーやその他の人たちの話を聞き、そんな風に理解しています。

長文レスごめんなさい。しかも板違いの気がします。
”F1で5年　可能かどうか？”の＃23です。#68さんの仰る通りの内容と私も理解しておりましたが、どうやら以下に引用するところによると60日以内に転校先を決定して現在の学校のOfficerに所定の手続きを取ってもらう必要がありそうです。そしてその手続きを完了して初めて、次の学校が始まるまでの5ヶ月間を合法的に滞在できるのではないでしょうか。

この情報のソースはNAFSAという留学生を扱う学校関係者のためのホームページから取ったもので、Department Of Justiceが出した学生ビザに関する最新の規制だそうです。学生ビザ関係の最新情報のソースとして信頼できると思うのですけどどうでしょうかね。

残念なことにスクールアドバイザーの中には不勉強な人も多く、頼りにならないことが多いみたいですね。移民弁護士も法律のころころ変わる学生ビザについてはキャッチアップ出来ていない人が多いですが、理由はひとつ、お金にならないからだと思います。

とすると学生は自分達でタダでさえわからない英語を読み、法律を調べなければならないことになっちゃうわけです。でもそれは限界ありますし何より誤解してたら大変です。ですんで方法はとしてはこういう場でみんなの解釈を出し合うか、スクールアドバイザーにちゃんと仕事をさせることです。後者を薦めます。こっちはお金払ってるんですからそのくらいのことはやってもらいましょうよ。

語学学校に特例があるのかは規則がみつからないのでよく分かりません。全てはビザカテゴリー（FならFの法律、MならMの法律）で規制されるのではないでしょうか。

のV. Transfersというところに以下のように書いてありました。ちょっと長いですが。

Several commenters suggested that the Service permit F-1 students to transfer schools during the 60-day grace period following completion of studies or after completion of optional practical training. Although not explicitly authorized in previous regulations, the Service has accommodated school transfers within the 60-day period and has designed SEVIS to continue this practice. The final rule explicitly permits the transfer of student records in SEVIS during this 60-day period in § 214.2(f)(5)(iv). However, to clarify, the DSO must indicate the school to which the student intends to transfer in SEVIS. Therefore, the initiation of a student record transfer in SEVIS can only be carried out after the student has completed the application and acceptance process and has determined the school to which he or she is transferring.

The Service is also limiting the length of time a student may remain in the U.S. while transferring between schools. The
student may not remain in the U.S. between programs if the student will not resume classes within 5 months of transferring out of the current school, or within 5 months of the program completion date as indicated on the Form I-20 issued by the current school, whichever date is earlier. In the case of a student authorized to engage in postcompletion optional practical training (OPT), the student must be able to resume classes within 5 months of transferring out of the current school that recommended OPT or the date the OPT authorization ends, whichever is earlier.

For example, in instances where a DSO initiates a transfer within the 60-day period following completion of studies, in order to remain in the United States between transfer of programs or schools, the 5 month period begins tolling on the date the program was completed, not the date the DSO initiated the transfer. The initiation of a transfer out date occurs when the DSO
enters a date for the release of the student’s record to the transfer school.

自分の中で理解していたはずのパズルピースがようやく一つに纏まりかけている感じです。皆さん、貴重な情報ありがとうございます。　

そうなんです。学校のアドバイザー程いい加減な人はいません。それはやはり変わりすぎる移民法に対応しきれていないし、出来ないのでしょう。本来ならそうできていないといけないのですが…　移民弁護士もどこまでコロコロ変わる学生移民法を勉強しているのか、定かではありませんね。　やはり、自分が一番しっかりしなくてはいけないのでしょうか。

学校のアドバイザーのお尻をたたいてしっかり勉強してほしいもんだけど、アメリカ人ってなかなか動いてくれないんですよね…

私は先月、ＳＥＶＩＳ公認の語学学校転校し、そのオリエンテーションでＳＥＶＩＳに関する書類をもらいましたが転校については１５日以内、とイミグレーションのＰＤＦを貼ったカタログをもらいました。　いろいろと、転校する学校については調べましたし今の学校のアドバイザーはひとつひとつの質問について、移民局の新しい規則を交えながらの説明で、非常に信頼が持て、ＳＥＶＩＳのＩ−２０もすぐに発行してもらえました。
