F1で働いているひとを通報したい

学生ビザにもかかわらずフルタイムで働いている人がいます。
学生のちょっとしたバイトとかであれば目を瞑りますが、
さすがにフルタイムで働くのはいかがと。仕事がメインならばビザをとるべき。
自分は就労ビザをとるために苦労したのでなおのこと許せません。
この間話したときには、その人になんの悪びれも無く税金かからなくてお得だし、とも言われてさらに許せなくなりました。
どこにどのように通報すればいいのか知っている方教えてくださいませんか。
今までに経験がある方、お話を聞かせてくださいませんか。

中南米では、政治的・経済的に不安定な国が多くて、家族ぐるみで仲良くしてた人だが一夜明けたら情勢が変わってて、約束された外交官のポストを失ってた〔数年後情勢がよくなって、そのポストより上の国連代表になったが）、だから安定したアメリカに帰化する人が多いのでは。
又、他の国は知らないが、メキシコ人は帰化しても二重国籍のままでおられるので、両方の国から恩恵を貰えるし。
