Section 8 ？..教えてください。

最近、craigslistなどで、For　Rentの家やAPTを探しているのですが、物件の条項に“Section ８”と明記されています。
WEBで調べたら、low-income person　の為のProgramを受け付ける物件であると言う事が解りましたが、イマイチ....。
詳しい人教えてください・
申告の仕方や補助を受けた場合の
