There are more people who prefer to be homeless than you might think. I have actually worked to support such people, not by providing soup kitchens or anything like that, but by helping them rebuild their lives. It was very difficult because many of them were satisfied with their current lives.
However, there are people who really want to change their current situation and start their life over. It is quite inspiring. I was an irregular volunteer, but the people I knew were very sincere in their support and I had nothing but respect for them.

They litter, they make fires, they come into people's yards and bathe instead of showering, they have jobs if they are willing, but they are fed for free, and once they are fed, they can't leave, and if they get sick, ambulances are dispatched for humanitarian reasons.
The homeless are the trash of society, like the movies, an ever-growing zombie population, and they should be quarantined.

There's a lot of alcoholics and drug addicts. A lot of needles. Even if the government provides housing, they don't go in because they don't want to be barefaced. There is no way to save them.

Segregation?
I agree with your theory ！ Build a concentration camp in the desert like the old Japanese American internment camps where they can never escape and lock the homeless in there until they die. Then there would be no ambulances, and insurance premiums would be lower. I'm all for raising taxes even higher than they are now to house most of the hundreds of thousands of homeless people ！ I don't want more taxes ？ Then build something like the Nazi Jewish camps, and the problem is easily solved. No more homeless people in people's yards.
