I called USCIS today to schedule an Infopass appointment and within 30 days I will get a call from an Officer to put in a date and time for the appointment. I am not sure when that call will come and if I fail to answer two calls, I am out. I call USCIS again to set up an appointment to get another call from the Officer. （ I have done this before. Worst case scenario it takes 60 days ）
If you get a call and successfully make an appointment, you can go to the Local Office and have your I-551 stamped in your Japanese passport. （ This will be your proof of permanent residence as well as GC - you can work and leave the country ）
I asked why since it has been 19 months already and they told me to send a request to ask why. I sent that and they said they would contact me within 30 days.
They will tell us why at that time.

My personal opinion is that the fact that Topi's wife has been fingerprinted means that she has completed the document review process. In my case, I applied for renewal in early November 2021 and my new card arrived at the end of November 2023.
I personally contacted USCIS several times, but they were completely dishonest, so I asked them to contact me through a different route and I received my card in 5 days.

Hello, I have applied for a 10 year GC renewal and received it within a month.
I applied for a 10 year GC renewal and received it within a month, but I received the wrong Lastname, so I have not received a GC with the correct name for 7 months after reapplying.

I called USCIS and they told me to send back the wrong GC, so I sent it by mail and what a surprise, the same one came back.

At any rate, even if you have an expired GC, if you are in the process of applying for renewal, you can enter and leave the U.S. by making an appointment at an immigration office and getting an I-551 stamp in your passport.　　When I went to the immigration office last year, once I entered the building, it was very busy and I didn't have to wait long.　The I-551 is a stamp indicating that you are a permanent resident of the U.S. and is valid for one year.

I renewed my GC online on March 3, a week later I received the paper for the 2 year extension approval, and then on March 22 I received my new GC.

No fingerprints, no signatures, no re-taking of photos.

If I could get it so quickly, I would have been happy to go through the renewal process a little later since it was valid until August.
