The City of Hermosa Beach announced today that it will combine its Human Resources and Finance Departments to create the new Administrative Services Department, a strategic integration designed to optimize resource allocation for the benefit of Hermosa Beach residents, City Council and staff. These administrative changes will become effective July 1, 2024.

By merging the full staff and resources from its Human Resources and Finance Departments to create this new department, the City aims to create a more cohesive administrative structure that will further improve communication, coordination and decision-making across City departments. The creation of the Administrative Services Department was introduced as part of the City’s Fiscal Year 2024–2025 Budget, which was approved during City Council’s June 11 meeting.

Former Finance Director Viki Copeland, who has announced that she will retire later this year, will serve as the Director of Administrative Services throughout the rest of her tenure.

In Director Copeland’s new role, she will continue to oversee citywide financial activities and advise the City Council, City Manager and Department Directors on matters involving the City’s budget and fiscal affairs and practices. In addition, she will support the future Director of Administrative Services to ensure a seamless transition and continuity in leadership within the City’s newly created Administrative Services Department. The future Director will also supervise the City’s human resources and risk management functions. Recruitment for the Administrative Services Department’s Director position is currently underway.

“I look forward to assisting the City through the recruitment process to ensure a smooth transition for the next Director,” said Director Copeland.

The City’s Human Resources Department, which will now become part of the newly created Administrative Services Department, is responsible for the recruitment of City employees, the maintenance of employee benefits, and labor relations. Along with supporting the City's Civil Service Board, the Human Resources Department also administers the Risk Management program for the City, which includes public liability and workers' compensation claims administration.

The City’s Finance Department, which will also become part of the new Administrative Services Department, is responsible for managing the City's financial operations and resources to ensure its financial health and stability, including budgeting and financial forecasting; accounting and financial reporting; revenue collection and management; purchasing and procurement; debt management and grant administration, among other services.
