PRESS RELEASE | HERMOSA BEACH ADMINISTRATIVE SERVICES DIRECTOR VIKI COPELAND ANNOUNCES RETIREMENT AFTER MORE THAN FIVE DECADES OF CITY SERVICE

After 50 years of dedicated service to the City of Hermosa Beach, former Administrative Services and Finance Director Viki Copeland has announced her retirement. Ms. Copeland's departure marks the end of an exceptional career spent serving Hermosa Beach and its residents.  

 As the City’s Finance Director for 36 years, Ms. Copeland led financial operations by providing guidance on fiscal matters, budget development and long-term financial strategies. She also demonstrated strong leadership during the consolidation of Hermosa Beach’s Human Resources and Finance Departments to create the new Administrative Services Department in June 2024, for which she also served as director.  

 “Viki has been a valued member of the Hermosa team and an integral part of our City’s growth and stability for five decades,” said City Manager Suja Lowenthal. “Her steady leadership, dedication and five decades of expertise have been invaluable assets during my time with the City, and her contributions to the Hermosa Beach community are too many to count. We are all thankful for her tireless service, and we will miss having Viki around as a valued resource and friend.”  

 Ms. Copeland helped ensure the City’s fiscal responsibility by maintaining consistently balanced budgets throughout her tenure, including in the midst of global and local financial challenges including the COVID-19 pandemic and the City’s decision to reject oil drilling. During the pandemic, she helped effectively secure and utilize federal funds, including American Rescue Plan Act (ARPA) allocations, to offset revenue losses and maintain a balanced budget.  

 Following the rejection of Measure O by Hermosa voters in 2015, former Director Copeland oversaw the issuance of the lease-revenue bonds to secure funding for the City’s $17.5 million settlement with E&B Natural Resources. She also contributed to increased transparency and modernized operations in City financial operations, including helping lead the launch of the City’s online parking passes and ongoing upgrades to the City’s financial systems that will continue to enhance customer service and improve staff efficiency in future.  

 “It has been an honor to serve the City of Hermosa Beach, and I am proud to look back on all that we have accomplished together as a community,” said Ms. Copeland. “Hermosa Beach will always hold a special place in my heart, and I look forward to watching the City continue to grow and thrive in the years ahead.”  

 In 2010, former Director Copeland received the California Society of Municipal Finance Officers’ (CSMFO) Distinguished Service Award for her exceptional contributions to municipal finance. The City will host a public retirement presentation celebrating Ms. Copeland’s contributions during its January 28 City Council meeting.
