Holiday Festival & Tree Lighting

The Recreation, Parks, and Library Department proudly presents the annual *"Joy Around the World: Festival of Holidays and Tree Lighting" event on Thursday, December 5, 2024, from 3:00 p.m.-7:00 p.m.* The event takes place at City Hall Plaza and the 300 block of Main Street. This free, family-friendly outdoor event combines El Segundo’s Christmas tree lighting tradition with the celebration of winter holidays from around the world, including Christmas, Diwali, Hanukkah, Kwanzaa, Nochebuena, and Ōmisoka.

Guests attending the event will enjoy live music, cultural dance performances, multicultural cuisine food trucks, craft-making stations, handmade jewelry, train rides for kids, gift giveaways, and — of course — a visit from Santa and the Christmas tree lighting! This event is free to the public.

Santa will arrive shortly after 3:00 p.m. for pictures with guests. “Fast pass” wristbands are now available at the Joslyn Center in Recreation Park. Wristbands will be available to El Segundo residents with a valid 2024 or 2025 Recreation ID card. Please note “fast pass” wristbands are limited. It is one wristband per Youth ID. Report Non-Emergency Issues Online
Via El Segundo Connect

The City of El Segundo has launched “El Segundo Connect [ https://elsegundoca.qscend.com/311?utm_medium=email&utm_source=govdelivery ],” an upgraded online citizen reporting tool designed to improve access to City services and streamline communication between the community and local government. El Segundo Connect is available online and as a mobile app. With this user-friendly platform, users can quickly and easily report non-emergency issues like potholes, graffiti, and much more, from their computer or smartphone at anytime. The streamlined process prompts users to select the type of issue, add details, attach photos or documents, and provide a location. With just a few clicks, users can submit service requests directly to City staff for quick action.

Celebrated since 1949, Santa Claus will kick off this highly anticipated event on Saturday, December 14 at 7:00 p.m. He will bring his magic down the 1200 block of East Acacia Avenue, lighting up decked-out houses and festive holiday displays as he goes!  Santa will then head back up to the North Pole but the light show continues nightly from 7:00 p.m. - 11:00 p.m. until December 23. 



Candy Cane Lane Shuttle

As a reminder, please note that there will be street closures from 5 p.m. to 11:00 p.m. at the 1100 and 1200 blocks of East Acacia Avenue and the 900 block of California Street. 

However, there is no need to say, "bah humbug." Simply bypass any frustration and ride the Candy Cane Lane shuttle!  The shuttle will run on weekend nights Fridays - Sundays from 4:30 p.m. - 10:00 p.m. with stops at Recreation Park - at the end of Guaymas Parking Lot and 401 Sheldon Street - and at Sycamore Park.  The Candy Cane Shuttle will be decorated for the festive season, so jump aboard and enjoy the ride!

Children are invited to write letters to Santa! Santa's Mailbox is open through Monday, December 2 - Saturday, December 14 during library hours. Please be sure to include a return address so that Santa can send you his reply! The mailbox is located in the Youth Library downstairs at the Library.

Santa's Sleigh Ride Starts Tuesday, December 10

Santa is coming to town, and he wants to meet you! The Police Officers' Association is once again partnering with the Kiwanis Club to bring Santa to the streets of El Segundo. The dates for the sleigh will be Tuesday, December 10 through Thursday, December 12; Tuesday, December 17 and Wednesday, December 18, with a alternate/rain make-up date on December 19, if needed. The Head Elf will be tracking Santa at approximately 5:30 p.m. - 8:30 p.m. each evening. Be sure to listen for the sirens, when you hear them, come visit Santa Claus and get a candy cane! El Segundo's annual menorah lighting ceremony will take place on Monday, December 30 at 5:30 p.m. in City Hall Plaza. All are welcome to celebrate the festival of lights with potato latkes, jelly donuts, gifts for kids, and Hanukkah music and dancing.

This holiday season the El Segundo Police Department is once again partnering with the United States Marine Corps to collect new, unwrapped toys and distribute the toys to less fortunate children during at Christmas. 

The Marine Toys for Tots Program was started by the U.S. Marine Corps Reserve to help bring the joy of Christmas and to send a message of hope through the gift of a new toy. Spark of Love Toy Drive through December 19

The Spark of Love toy drive, the largest community toy drive in the nation, returns to El Segundo. The El Segundo Public Library is celebrating the holidays with two events at the Sue Carter Community Room.

The Youth Holiday Program, "Light Up the Holidays," is on December 12 from 6:00 p.m. to 6:45 p.m. Come enjoy this family-friendly evening of stories, songs and crafts. Children of all ages are welcome, and registration is not required.

Holiday Tree Recycling

Holiday tree recycle

For two weeks after Christmas, EDCO will collect your holiday tree if the tree is placed on the curb on your normal service day. After two weeks, the trees can be called in as a bulky item OR they can be cut and placed within the organics bin.  Residents can also drop off their holiday tree at the City Yard at 150 Illinois St. A designated bin is available 24/7 to accommodate disposal.

Sign Up for the Community Police Academy

Renewals will be sent out the weeks of December 2 and December 9, 2024. You will have until January 31, 2025 to pay without penalty. *Water and Wastewater Rate Increases*

The Water and Wastewater treatment and service rates will increase on January 1,2025 in accordance with City Ordinance No. 1622, which was adopted by the City Council on March 2, 2021. The Water rates will increase by 3%, and Wastewater rates will increase by 9.5%.   All new rates will appear on your water bill starting in January; any charges prior to the effective dates will be prorated at the old rates. Please note that for residential customers the amounts are billed on a 60 day bill cycle.

National Impaired Driving Prevention Month

December is National Impaired Driving Prevention Month. According to the National Safety Council, weekends and holidays can be dangerous times to be on the roads with Christmas Eve and New Year’s Eve among the deadliest. While drugs and alcohol impair driving, fatigue and stress can also threaten your safety as a driver. Please drive carefully this month. 






Construction Activity Around Town

*CDBG ADA Curb Ramp Installation Project
*The City's contractor, CJ Concrete Construction, Inc. completed construction of 27 ADA-compliant ramps in November. The ramps were constructed at various intersections on W. Pine Avenue and W. Holly Avenue between Valley Street and Richmond Street.

*Pavement Rehabilitation Project
*The City's contractor, LCR Earthwork and Engineering, Inc. (LCR) has completed grinding and overlay activities in the northeast residential quadrant.  The following work will occur in December:


* Slurry seal resurfacing of various streets in the northeast residential quadrant.
* Pavement rehabilitation for two alleys in the Smoky Hollow area bounded by Penn Street, Franklin Avenue, Lomita Street, and El Segundo Boulevard.
* Drainage improvements followed by pavement rehabilitation in the alley bounded by Sheldon St., Franklin Ave., Penn St., and El Segundo Blvd.
* Pavement rehabilitation followed by slurry sealing in the Loma Vista Street/W. Palm Avenue intersection.

The project will continue with striping in the New Year, after a two-week break around the holidays. El Segundo Boulevard Project of the Year Award Winner

El Segundo Blvd. Project

A special congratulations to the City of El Segundo Public Works Department, with special recognition to City Engineer Cheryl Ebert and her team, for their award-winning work on the El Segundo Boulevard Improvement Project!

The American Public Works Association (APWA) recently named the El Segundo Boulevard Improvement Project as the 2024 Best Project of the Year award winner in the "Transportation Category.”

The El Segundo Boulevard Improvement Project was a significant infrastructure initiative that enhanced road safety and traffic flow. The improvements to El Segundo Boulevard benefit the larger community as it is a major thoroughfare for both residents and commuters traveling through the City, and is home to commercial properties and aerospace campuses, including the L.A. New Gateway Sign is On the Way! 

New Welcome Sign

Construction has begun on the southwest corner of Imperial Highway and Main Street for the installation of the new gateway sign. The project is anticipated to be completed by the end of this year.

The design concept is an “old-time postcard inspiration” and draws from the City’s rich history. It will include bold, clean and modern features, inviting visitors to explore all that El Segundo has to offer.

Included in the installation are repairs to landscaping and irrigation and new electrical connections. The project schedule may change due to weather, or other unforeseen external factors.

Hyperion Update

Below are the most recent updates on the situation with the Hyperion Water Reclamation Plant, which is owned and operated by the City of Los Angeles [ https://lacity.gov?utm_medium=email&utm_source=govdelivery ]:

*City Efforts: *The City finalized the proposal from Dr. Stenstrom on his advisory role to the City regarding Hyperion.  A kick-off meeting was held on November 20 including Dr. Stenstrom, Hyperion and El Segundo Staff. 

*AQMD:*


* The AQMD Hearing Board vs Hyperion meeting was held on November 19, 2024. The Mayor and our Environmental Programs Manager spoke during the public comment period. The Board voted unanimously to extend the abatement order until August 4, 2025, with the same conditions. 
* Over the past two weeks SCAQMD received approximately 46 odor complaints. Inspectors responded to all complaints; a Notice of Violation was issued on November 15 for public nuisance related to odor.

*Hyperion:* On November 12 from 4:00 a.m.-10:00 a.m. Hyperion performed regular maintenance of the Plant’s power distribution equipment. This maintenance was to ensure the reliability of the Plant’s electrical infrastructure.
