The condition of being able to read English fluently and smoothly is called fluency.
The standard for determining whether or not a child has developed fluency is reading speed.
Native English speakers should be able to "accurately read aloud" 30-60 words per minute in first grade and 60-90 words per minute in second grade.

"Reading fluently rather than comprehending" should be a priority in the process of a child acquiring fluency.
Requiring a child to "comprehend" a book at the beginning of reading will always result in slower reading speed.
Instead of deepening their understanding, they will forget the content of the book as soon as they finish reading it, and when they are done reading, they will be stuck in a vicious cycle of not knowing exactly what they have read.
Until they learn to read well, let them concentrate on "reading fluently.
